A Referral Network for Free Eye Exams and Eyeglasses for Children
ABOUT SIGHT FOR STUDENTS:
The Sight for Students program is VSP’s national charity program that provides free eye exams and glasses, when prescribed, to thousands of children who qualify for their program each year. More than 50,000 children each year receive a free comprehensive exam and corrective lenses, if needed, through Sight for Students. Last year, Prevent Blindness Texas distributed approximately 2,400 Sight for Students vouchers to help children receive a free eye exam and/or eyeglasses through this program.
ABOUT YOUR CHILD’S VISION:
Prevent Blindness America recommends a continuum of eye care for children to include both vision screening and comprehensive eye examinations. All children, even those with no signs of trouble, should have their eyes checked at regular intervals. Any child who experiences vision problems or shows symptoms of eye trouble should see an eye doctor for a complete eye exam.
ELIGIBILITY GUIDELINES:
· Family income is no more than 200% of the federal poverty guidelines;
· Child is not enrolled in Medicaid, CHIPS or any other vision insurance that covers vision;
· Child is 18 years or younger and has not graduated high school;
· Child or parent is a U.S. citizen or documented immigrant with a social security number;
· Child has not used our program during the last 12 months.
APPLICATION INSTRUCTIONS:
· Request an application by contacting your nearest PBT office or by calling our toll free number at 1-888-98-SIGHT to receive an application.
· Mail or fax your COMPLETED application to your nearest PBT office along with ONE COPY of the following:
Proof of ALL INCOME IN THE HOUSEHOLD which may include the last 2 paycheck stubs, W-2 form, SSI Award Letter, Child Support, Disability Award Letter, Food Stamp Award Letter, Self-employment, Unemployment Benefits, or other contributions for each member in the household OR letter from the school stating that your child is enrolled in the free/reduced lunch program.
APPROVAL GUIDELINES:
· Upon receiving approval, the parent/guardian will receive a VSP gift certificate along with a list of Participating Doctors.
· The family should select a doctor from the list of Participating Doctors and make an appointment.
· When making an appointment, please be sure to tell the doctor’s office you have VSP insurance and please be sure to take your gift certificate with you to your appointment.
· It will take 1-3 weeks to process your application once it is received.

National HIV Testing Day (June 27)
Every nine and a half minutes someone in the United States becomes infected with HIV, the virus that causes AIDS. And a lot of people that have HIV don’t know they are infected. There is help and treatment available – which is why it is so important to know if you have HIV.
You don’t have to wait until June 27th to take action.
Here are a few ways to find an HIV testing center near you:
1. Visit http://www.HIVtest.org, the National HIV and STD Testing Resources web site from the Centers for Disease Control (CDC). Enter your zip code to find a testing center near you. You can also find a lot of accurate information about HIV and the testing process.
2. Call 1-800-CDC-Info (1-800-232-4636). This is the National hotline for the CDC. You can call anytime and someone will answer your questions and help you find a free or inexpensive testing center.
3. Text a nearby ZIP code to “KNOWIT” (566948). If you have a cell phone and use text messaging, you’ll get a text message back with a local testing center (normal text messaging charges apply).
We hope you’ll take a few minutes to find out more about HIV and how to get tested.

HOUSTON - (Business Wire) Reliant Energy today announced the continuation of several statewide programs that will aid residential critical care customers, qualified low-income seniors and other low-income customers with managing electricity bills this summer.
The company also announced that it will provide some new “heat relief” summer entertainment options, some free of charge, for families impacted by the downturn in the economy, as well as the continuation of the fourth year of the Reliant Energy Beat the Heat Centers and a newly created home energy audit program with Rebuilding Together Houston.
From July 1 through Sept. 30, 2009, Reliant Energy will offer special assistance to critical care residential customers, qualified low-income seniors and other low-income residential customers, in addition to programs that already are available. Programs include:
a $1 million annual commitment to assist low-income and elderly residential customers pay their electricity bills through CARE (Community Assistance from Reliant Energy);
a moratorium on disconnecting electricity service for low-income seniors, critical-care, and other low-income residential customers who contact Reliant Energy and agree to a payment plan;
waiving residential customer deposits for qualified senior citizens;
offering deposit installments for qualified low-income residential customers;
offering extensions and payment plans for qualified residential customers;
special, dedicated agents who provide service to residential customers who are eligible for social agency assistance or who need special payment arrangements;
average billing to help manage budget and bill size during the hottest months of the year for qualified residential customers;
up to 10 percent lower pricing on select Reliant Energy residential plans, just in time for summer.

On Friday, June 12, 2009, all full-power television stations in the United States will stop broadcasting in analog and will switch to 100% digital broadcasting. Digital broadcasting will free up airwaves for use by emergency responders. Individuals will need to either purchase a converter box, connect their TV to cable, satellite or other pay services, or buy a TV with a digital tuner boxes. With hurricane season upon us, having a TV and making sure it works is especially important for critical weather updates. Don't be left with a blank screen. Through the end of July 2009, the Federal Government is providing up to two coupons per household, each worth $40, that can be applied toward the cost of an eligible converter.

City of Houston Municipal Court Amnesty Program
Houston scofflaws who ignored parking tickets or traffic citations are getting a second chance.
Beginning Friday, Municipal Court judges will begin a 16-day amnesty program for those with outstanding warrants for traffic and parking tickets, as well as other citations for violation of city ordinances, that were delinquent as of Feb. 28.
There are a few rules for the May 1-16 amnesty program:
Those under the age of 17 must appear in court with a parent, guardian or managing conservator.
Only defendants named in the citation, or their attorneys, can make an appearance.
Those with delinquent parking citations will be allowed to pay the original citation amount, plus a 30-percent collection fee.
Defendants who come to the Municipal Courts to pay their fines, even those with warrants for failing to appear, will not be arrested, city officials said.
Fines can be paid in person at the Municipal Courts building at 1400 Lubbock, the Southeast and Westside police substations, and the court annex buildings in Clear Lake, Kingwood, and Acres Home.

CDC Up-Date
CDC has confirmed additional human cases of swine influenza (flu) virus infection in the United States, bringing the total number of U.S. confirmed cases to 64 as of April 28 at 11:00am ET (see http://www.cdc.gov/swineflu/ for up-to-date information). This message contains important information about swine flu, including ways to minimize your chance of infection and symptoms to look for.
Like seasonal flu, swine flu in humans can vary in severity from mild to severe. Spread of swine flu can occur in two ways:
>Through contact with a person with swine flu. Human-to-human spread of swine flu has been documented also and is thought to occur in the same way as seasonal flu. Flu is thought to spread mainly person-to-person through coughing or sneezing of infected people.
>Through contact with infected pigs or environments contaminated with swine flu viruses.
Swine influenza, or flu, viruses are not transmitted by food. You cannot get swine flu from eating pork products.
There is no vaccine available right now to protect against swine flu. However, there are everyday actions that can help prevent the spread of germs that cause respiratory illnesses like flu. Take these everyday steps to protect your health:
>Cover your nose and mouth with a tissue when you cough or sneeze. Throw the tissue in the trash after you use it.
>Wash your hands often with soap and water, especially after you cough or sneeze. Alcohol-based hand cleaners are also effective.
>Avoid close contact with sick people.
>If you get sick with flu, CDC recommends that you stay home from work or school and limit contact with others to keep from infecting them. Avoid touching your eyes, nose or mouth. Germs spread this way.
Ill people who experience any of the following warning signs should seek emergency medical care.
In children, emergency warning signs that need urgent medical attention include:
o Fast breathing or trouble breathing
o Bluish skin color
o Not drinking enough fluids
o Not waking up or not interacting
o Being so irritable that the child does not want to be held
o Flu-like symptoms improve but then return with fever and worse cough
o Fever with a rash
In adults, emergency warning signs that need urgent medical attention include:
o Difficulty breathing or shortness of breath
o Pain or pressure in the chest or abdomen
o Sudden dizziness
o Confusion
o Severe or persistent vomiting

BANK ON HOUSTON
Too many Houstonians don't have access to mainstream banking services. It may be a factor of culture, a perceived lack of sufficient income, or simply unfamiliarity with the process. Low-income Houstonians and others without bank accounts are starting to pocket more of their hard-earned money as they begin opening checking accounts through the Bank on Houston program. Bank on Houston is a collaborative effort of the City of Houston, the FDIC, the National League of Cities, the Federal Reserve, and participating banks and credit unions designed to bring the city's unbanked individuals into the financial mainstream. Although this is an initiative of the City Controller's Office, no public tax dollars are involved.In addition to saving low-income individuals high check cashing and bill paying fees, Bank on Houston will also make financial literacy classes available to low-income Houstonians. The program is also designed to raise awareness of the economic impact of being unbanked and work to find solutions.Although the program targets low-income Houstonians, it may also provide anyone who has had trouble with opening or maintaining a bank account a fresh start.

Most serial killers attack their victims
by pulling them into their vans while the women
are attempting to get into their cars.
C.) Look at the car
parked on the driver's side of your vehicle,
and the passenger side. If a male is sitting alone
in the seat nearest your car, you may want to walk back
into the mall, or work, and get a
guard/policeman to walk you back out.

Houston Police Department and Houston Municipal Courts Participate in the Great Texas Warrant Round Up
The City of Houston's Police Department (HPD) will be among more than 180 law enforcement jurisdictions across Texas participating in the "Great Texas Warrant Round Up," which begins Saturday, March 7, 2009. This statewide initiative will target people who have outstanding warrants with their respective Municipal Courts. The City of Houston Municipal Courts encourages everyone to take advantage of one of the options listed below to settle any outstanding warrants before the Texas Round Up period begins at the end of next week. Notices are being mailed to all persons with active warrants pending against them. Note that no amnesty is being offered in conjunction with the Round Up effort. Once the Warrant Round Up begins Saturday, March 7th, HPD officers will aggressively target those people on the warrant list and arrests can take place at any location, including the person's home, school or workplace. So, please take care of any outstanding warrants now.

The Earned Income Tax Credit or the EITC is a refundable federal income tax credit for low to moderate income working individuals and families. Congress originally approved the tax credit legislation in 1975 in part to offset the burden of social security taxes and to provide an incentive to work. When the EITC exceeds the amount of taxes owed, it results in a tax refund to those who claim and qualify for the credit.
To qualify, taxpayers must meet certain requirements and file a tax return, even if they did not earn enough money to be obligated to file a tax return.
The EITC has no effect on certain welfare benefits. In most cases, EITC payments will not be used to determine eligibility for Medicaid, Supplemental Security Income (SSI), food stamps, low-income housing or most Temporary Assistance for Needy Families (TANF) payments.

The IRS Stakeholder Partnerships, Education and Communication (SPEC) division was established “To assist taxpayers in satisfying their tax responsibilities by building and maintaining partnerships with key stakeholders, seeking to create and share value by informing, educating, and communicating with our shared customers.” As part of its work IRS SPEC has established the VITA program with the assistance of community based partners and key stakeholders.
The VITA Program offers free tax help to low- to moderate-income (generally, $42,000 and below) people who cannot prepare their own tax returns. Certified volunteers sponsored by various organizations receive training to help prepare basic tax returns in communities across the country. VITA sites are generally located at community and neighborhood centers, libraries, schools, shopping malls, and other convenient locations. Most locations also offer free electronic filing.

Looking to resolve outstanding misdemeanor cases?
WHO: Homeless persons with outstanding misdemeanors filled with the City of Houston Municipal Court.
WHAT: Homeless Court gives homeless persons the opportunity to rectify minor legal offenses without paying a fine, doing community service or going to jail.
HOW: Homeless service agencies provide programs to participate in that address issues such as recovery, education, employment, healthcare and/ or housing. Upon successful participation in a program, a participant will be referred to Homeless Court. The judge will determine if you have an outstanding case and if it is within the City of Houston’s Municipal Court’s jurisdiction. If both are true, the judge will then review the submitted proof of program participation and adjudicate the offense accordingly.
WHEN: Wednesday’s twice a month. 4pm, court room 16 @ 1400 Lubbock.
WHY: The philosophy of this program is rehabilitative rather than punitive – to give someone a chance to move forward and become more self-sufficient while at the same time resolving a criminal matter.
Things to Know;
This is a voluntary program
Successful participation in an Agency Program is required
All referrals must be made thru participating agency case management
No one goes into custody relating to the misdemeanor offense
Your case manager will assist you thru the HC program
ALL outstanding tickets are eligible within

Each year millions of dollars in tax credits go unclaimed in the Houston area alone. To claim the credits you have earned, you need to file a tax return. At Neighborhood Tax Centers, families and individuals making up to $45,000 per year are eligible for free tax preparation, free electronic filing, and fast refunds with free direct deposit at 17 Neighborhood Tax Centers located across the greater Houston area. A social security number is not required to file. Taxes are prepared by IRS-certified volunteers and assistance is available in English, Spanish, Chinese, Vietnamese, and other languages.

The program is designed for children ages 2 to 10.

Medication Assistance
The link below is to information that may be of great benefit to those who have co-pay expenses for the following medications:Epzicom, Lexiva, Combivir, Trizivir, Epivir, Ziagen and Retrovir.
The Patient Savings Card is good for up to $100.00 per month per medication for the next 2 years. I just picked up a refill of Epzicom that usually costs me $60.00 per month for my co-pay. The entire co-pay was waived and I did not have to apply for the card or even have it activated. The pharmacy tech at BioScript already had everything processed.
This was a very pleasant surprise for me – so I wanted to share the information with others who may also qualify or can share the information with others.

CALL FOR VOLUNTEERS
Each year, the Coalition for the Homeless of Houston/Harris County, Inc is required by HUD to administer a street count of those living on the streets. Because of the geographical size of Houston, this can prove to be difficult. We are in need of hundreds of volunteers to assist with an accurate count in 2009. The actual count is set for January 22, 2009, with two test counts prior and one proceeding. These counts are to be done between the hours of 5pm and 12 midnight. Compensation for time given will be in the form of gift cards to a local store near you. Harmony House Clinic will be open from 11:30am – 3:00pm all walk-in’s are welcome. Gain information on early voting and receive FREE Community Voice Mail. The weather is forcasted to be picture perfect. We are expecting 400 in attendance. Typically, this BBQ focuses on servicing those living on the streets, but all are welcome to attend. We meet the third Saturday of each month. If you have never been, we encourage you to come on out for an old fashioned neighborly BBQ.
