ABOUT SIGHT FOR STUDENTS:
The Sight for Students program is VSP’s national charity program that provides free eye exams and glasses, when prescribed, to thousands of children who qualify for their program each year. More than 50,000 children each year receive a free comprehensive exam and corrective lenses, if needed, through Sight for Students. Last year, Prevent Blindness Texas distributed approximately 2,400 Sight for Students vouchers to help children receive a free eye exam and/or eyeglasses through this program.

ABOUT YOUR CHILD’S VISION:
Prevent Blindness America recommends a continuum of eye care for children to include both vision screening and comprehensive eye examinations. All children, even those with no signs of trouble, should have their eyes checked at regular intervals. Any child who experiences vision problems or shows symptoms of eye trouble should see an eye doctor for a complete eye exam.

ELIGIBILITY GUIDELINES:
· Family income is no more than 200% of the federal poverty guidelines;
· Child is not enrolled in Medicaid, CHIPS or any other vision insurance that covers vision;
· Child is 18 years or younger and has not graduated high school;
· Child or parent is a U.S. citizen or documented immigrant with a social security number;
· Child has not used our program during the last 12 months.

APPLICATION INSTRUCTIONS:
· Request an application by contacting your nearest PBT office or by calling our toll free number at 1-888-98-SIGHT to receive an application.
· Mail or fax your COMPLETED application to your nearest PBT office along with ONE COPY of the following:
Proof of ALL INCOME IN THE HOUSEHOLD which may include the last 2 paycheck stubs, W-2 form, SSI Award Letter, Child Support, Disability Award Letter, Food Stamp Award Letter, Self-employment, Unemployment Benefits, or other contributions for each member in the household OR letter from the school stating that your child is enrolled in the free/reduced lunch program.

APPROVAL GUIDELINES:
· Upon receiving approval, the parent/guardian will receive a VSP gift certificate along with a list of Participating Doctors.
· The family should select a doctor from the list of Participating Doctors and make an appointment.
· When making an appointment, please be sure to tell the doctor’s office you have VSP insurance and please be sure to take your gift certificate with you to your appointment.
· It will take 1-3 weeks to process your application once it is received.

Community Voice Mail is hosting a nationwide poetry contest and you are invited to describe “the heart of CVM” in a poem!

All poems must be 4-8 lines long. You can submit your poem directly by emailing it to info@cvm.org or you can send the poem to me and I will submit it for you. When entering the contest, you will need to give your full name & location, and your CVM number.

If the winning poem comes from Houston, the CTK Foundation will split $10,000 between the National CVM office and the Houston CVM Program! That money will be used to help fund CVM service for you and the 40,000 other users nationwide!

And check this out … the winning poem will become the basis of a song, written and produced by Los Lonely Boys! Los Lonely Boys will even make it into a video for community awareness about CVM.

National HIV Testing Day (June 27)

Saturday, June 27th is National HIV Testing Day.

Every nine and a half minutes someone in the United States becomes infected with HIV, the virus that causes AIDS. And a lot of people that have HIV don’t know they are infected. There is help and treatment available – which is why it is so important to know if you have HIV.

You don’t have to wait until June 27th to take action.
Here are a few ways to find an HIV testing center near you:

1. Visit
http://www.HIVtest.org, the National HIV and STD Testing Resources web site from the Centers for Disease Control (CDC). Enter your zip code to find a testing center near you. You can also find a lot of accurate information about HIV and the testing process.
2. Call 1-800-CDC-Info (1-800-232-4636). This is the National hotline for the CDC. You can call anytime and someone will answer your questions and help you find a free or inexpensive testing center.
3. Text a nearby ZIP code to “KNOWIT” (566948). If you have a cell phone and use text messaging, you’ll get a text message back with a local testing center (normal text messaging charges apply).

We hope you’ll take a few minutes to find out more about HIV and how to get tested.

Reliant Energy Announces Summer Programs to Help Customers With Electricity Bill Payments, Energy Consumption During Hot Summer Months

HOUSTON - (Business Wire) Reliant Energy today announced the continuation of several statewide programs that will aid residential critical care customers, qualified low-income seniors and other low-income customers with managing electricity bills this summer.

The company also announced that it will provide some new “heat relief” summer entertainment options, some free of charge, for families impacted by the downturn in the economy, as well as the continuation of the fourth year of the Reliant Energy Beat the Heat Centers and a newly created home energy audit program with Rebuilding Together Houston.

From July 1 through Sept. 30, 2009, Reliant Energy will offer special assistance to critical care residential customers, qualified low-income seniors and other low-income residential customers, in addition to programs that already are available. Programs include:
a $1 million annual commitment to assist low-income and elderly residential customers pay their electricity bills through CARE (Community Assistance from Reliant Energy);
a moratorium on disconnecting electricity service for low-income seniors, critical-care, and other low-income residential customers who contact Reliant Energy and agree to a payment plan;
waiving residential customer deposits for qualified senior citizens;
offering deposit installments for qualified low-income residential customers;
offering extensions and payment plans for qualified residential customers;
special, dedicated agents who provide service to residential customers who are eligible for social agency assistance or who need special payment arrangements;
average billing to help manage budget and bill size during the hottest months of the year for qualified residential customers;
up to 10 percent lower pricing on select Reliant Energy residential plans, just in time for summer.

City of Houston Municipal Court Amnesty Program

Program Runs From May 1st thru May 16th, 2009

Houston scofflaws who ignored parking tickets or traffic citations are getting a second chance.

Beginning Friday, Municipal Court judges will begin a 16-day amnesty program for those with outstanding warrants for traffic and parking tickets, as well as other citations for violation of city ordinances, that were delinquent as of Feb. 28.

There are a few rules for the May 1-16 amnesty program:

Those under the age of 17 must appear in court with a parent, guardian or managing conservator.
Only defendants named in the citation, or their attorneys, can make an appearance.
Those with delinquent parking citations will be allowed to pay the original citation amount, plus a 30-percent collection fee.
Defendants who come to the Municipal Courts to pay their fines, even those with warrants for failing to appear, will not be arrested, city officials said.

Fines can be paid in person at the Municipal Courts building at 1400 Lubbock, the Southeast and Westside police substations, and the court annex buildings in Clear Lake, Kingwood, and Acres Home.

CDC Up-Date

This is an important public health message from Community Voice Mail and the Centers for Disease Control and Prevention (CDC):

CDC has confirmed additional human cases of swine influenza (flu) virus infection in the United States, bringing the total number of U.S. confirmed cases to 64 as of April 28 at 11:00am ET (see http://www.cdc.gov/swineflu/ for up-to-date information). This message contains important information about swine flu, including ways to minimize your chance of infection and symptoms to look for.

Like seasonal flu, swine flu in humans can vary in severity from mild to severe. Spread of swine flu can occur in two ways:

>Through contact with a person with swine flu. Human-to-human spread of swine flu has been documented also and is thought to occur in the same way as seasonal flu. Flu is thought to spread mainly person-to-person through coughing or sneezing of infected people.
>Through contact with infected pigs or environments contaminated with swine flu viruses.

Swine influenza, or flu, viruses are not transmitted by food. You cannot get swine flu from eating pork products.

There is no vaccine available right now to protect against swine flu. However, there are everyday actions that can help prevent the spread of germs that cause respiratory illnesses like flu. Take these everyday steps to protect your health:

>Cover your nose and mouth with a tissue when you cough or sneeze. Throw the tissue in the trash after you use it.
>Wash your hands often with soap and water, especially after you cough or sneeze. Alcohol-based hand cleaners are also effective.
>Avoid close contact with sick people.
>If you get sick with flu, CDC recommends that you stay home from work or school and limit contact with others to keep from infecting them. Avoid touching your eyes, nose or mouth. Germs spread this way.

Ill people who experience any of the following warning signs should seek emergency medical care.

In children, emergency warning signs that need urgent medical attention include:
o Fast breathing or trouble breathing
o Bluish skin color
o Not drinking enough fluids
o Not waking up or not interacting
o Being so irritable that the child does not want to be held
o Flu-like symptoms improve but then return with fever and worse cough
o Fever with a rash

In adults, emergency warning signs that need urgent medical attention include:

o Difficulty breathing or shortness of breath
o Pain or pressure in the chest or abdomen
o Sudden dizziness
o Confusion
o Severe or persistent vomiting

Swine Flue Up-Date


Interim CDC Guidance for Nonpharmaceutical Community Mitigation in Response to Human Infections with Swine Influenza (H1N1) Virus




Human cases of swine influenza A (H1N1) virus infection have been identified in several states and in other countries. This is a novel influenza A virus that has not been identified in people before, and human-to-human transmission of the virus appears to be ongoing. Unlike the experience in Mexico, the United States is currently observing a less severe clinical spectrum of disease with infection by the identical virus strain. As of April 26, 2009, of the confirmed cases of swine influenza A (H1N1) virus infection, only two confirmed case-patients were hospitalized and none have died in the United States. Mexican health officials have reported several hundred suspect cases, including several deaths associated with confirmed swine influenza A (H1N1) virus infection. In Mexico, many patients have experienced rapidly progressive pneumonia, respiratory failure requiring mechanical ventilation and acute respiratory distress syndrome (ARDS). Therefore, the experience of these two countries has been markedly different to date. Getting better information to explain these differences is a high priority for the ongoing investigation.

Texas House Bill 232 is going to be heard on the Texas House Floor this Tuesday, April 21. This bill would provide ongoing, secure funding for CVM by requiring the Public Utility Commission to grant money to assist phoneless individuals with voice mail service. Please take a moment to email and/or call each of the representatives from your city/county asking them to support HB232 when it comes to the House floor on Tuesday. Your note can read something as simple as the following:

I am writing to ask for your support of HB232. Community-based voicemail services are essentially an extension of the "lifeline" service which is already paid for out of the Universal Service Fund, therefore no new money is being asked of the State. Community-based voicemail services are a useful component in linking individuals in crisis or transition to jobs, housing, medical and other services and, eventually, stability. BANK ON HOUSTON

Too many Houstonians don't have access to mainstream banking services. It may be a factor of culture, a perceived lack of sufficient income, or simply unfamiliarity with the process. Low-income Houstonians and others without bank accounts are starting to pocket more of their hard-earned money as they begin opening checking accounts through the Bank on Houston program. Bank on Houston is a collaborative effort of the City of Houston, the FDIC, the National League of Cities, the Federal Reserve, and participating banks and credit unions designed to bring the city's unbanked individuals into the financial mainstream. Although this is an initiative of the City Controller's Office, no public tax dollars are involved.

In addition to saving low-income individuals high check cashing and bill paying fees, Bank on Houston will also make financial literacy classes available to low-income Houstonians. The program is also designed to raise awareness of the economic impact of being unbanked and work to find solutions.Although the program targets low-income Houstonians, it may also provide anyone who has had trouble with opening or maintaining a bank account a fresh start.

SAFETY TIPS

Because of recent abductions in daylight hours, refresh yourself of these things to do in an emergency situation...
1.
Tip from Tae Kwon Do :
The elbow is the strongest point on your body.
If you are close enough to use it, do!
2.
If a robber asks for your wallet and/or purse,
DO NOT HAND IT TO HIM.
Toss it away from you.....
chances are that he is more interested in your wallet and/or purse than you,
and he will go for the wallet/purse.
RUN LIKE MAD IN THE OTHER DIRECTION!
3.
If you are ever thrown into the trunk of a car,
kick out the back tail lights and stick your arm out the hole
and start waving like crazy.
The driver won't see you, but everybody else will.
This has saved lives.
4.
Women have a tendency to get into their cars after shopping, eating, working, etc., and just sit
(doing their check book, or making a list, etc.)
DON'T DO THIS!
The predator will be watching you, and this is the perfect opportunity for him to get in
on the passenger side, put a gun to your head, and tell you where to go.
AS SOON AS YOU GET INTO YOUR CAR,
LOCK THE DOORS AND LEAVE.
If someone is in the car with a gun
to your head
DO NOT DRIVE OFF!
Repeat:
DO NOT DRIVE OFF!
Instead gun the engine
and speed into anything, wrecking the car.
Your Air Bag will save you.
If the person is in the back seat they will get the worst of it.
As soon as the car crashes bail out and run.
It is better than having them find your body in a remote location.

A few notes about getting into your car in a parking lot, or parking garage:
A.) Be aware:
look around you,
look into your car,
at the passenger side floor,
and in the back seat.
B.) If you are parked next to a big van,
enter your car from the passenger door.
Most serial killers attack their victims
by pulling them into their vans while the women
are attempting to get into their cars.
C.) Look at the car
parked on the driver's side of your vehicle,
and the passenger side. If a male is sitting alone
in the seat nearest your car, you may want to walk back
into the mall, or work, and get a
guard/policeman to walk you back out.
IT IS ALWAYS BETTER TO BE SAFE THAN SORRY.
(And better paranoid than dead.)
6.
ALWAYS take the elevator
instead of the stairs..
(Stairwells are horrible places to be alone
and the perfect crime spot.)
This is especially true at NIGHT!
7.
If the predator has a gun
and you are not under his control,
ALWAYS RUN!
The predator will only hit you (a running target)

it most likely WILL NOT be a vital organ.
RUN, preferably in a zig -zag pattern!

on the sympathies of unsuspecting women.
He walked with a cane, or a limp, and often

which is when he abducted
his next victim.

Houston Police Department and Houston Municipal Courts Participate in the Great Texas Warrant Round Up

The City of Houston's Police Department (HPD) will be among more than 180 law enforcement jurisdictions across Texas participating in the "Great Texas Warrant Round Up," which begins Saturday, March 7, 2009. This statewide initiative will target people who have outstanding warrants with their respective Municipal Courts. The City of Houston Municipal Courts encourages everyone to take advantage of one of the options listed below to settle any outstanding warrants before the Texas Round Up period begins at the end of next week. Notices are being mailed to all persons with active warrants pending against them. Note that no amnesty is being offered in conjunction with the Round Up effort. Once the Warrant Round Up begins Saturday, March 7th, HPD officers will aggressively target those people on the warrant list and arrests can take place at any location, including the person's home, school or workplace. So, please take care of any outstanding warrants now.

Earned Income Tax Credit (EITC)

The Earned Income Tax Credit or the EITC is a refundable federal income tax credit for low to moderate income working individuals and families. Congress originally approved the tax credit legislation in 1975 in part to offset the burden of social security taxes and to provide an incentive to work. When the EITC exceeds the amount of taxes owed, it results in a tax refund to those who claim and qualify for the credit.

To qualify, taxpayers must meet certain requirements and file a tax return, even if they did not earn enough money to be obligated to file a tax return.

The EITC has no effect on certain welfare benefits. In most cases, EITC payments will not be used to determine eligibility for Medicaid, Supplemental Security Income (SSI), food stamps, low-income housing or most Temporary Assistance for Needy Families (TANF) payments.

The IRS Stakeholder Partnerships, Education and Communication (SPEC) division was established “To assist taxpayers in satisfying their tax responsibilities by building and maintaining partnerships with key stakeholders, seeking to create and share value by informing, educating, and communicating with our shared customers.” As part of its work IRS SPEC has established the VITA program with the assistance of community based partners and key stakeholders.
The VITA Program offers free tax help to low- to moderate-income (generally, $42,000 and below) people who cannot prepare their own tax returns. Certified volunteers sponsored by various organizations receive training to help prepare basic tax returns in communities across the country. VITA sites are generally located at community and neighborhood centers, libraries, schools, shopping malls, and other convenient locations. Most locations also offer free electronic filing.

WHO: Homeless persons with outstanding misdemeanors filled with the City of Houston Municipal Court.

WHAT: Homeless Court gives homeless persons the opportunity to rectify minor legal offenses without paying a fine, doing community service or going to jail.

HOW: Homeless service agencies provide programs to participate in that address issues such as recovery, education, employment, healthcare and/ or housing. Upon successful participation in a program, a participant will be referred to Homeless Court. The judge will determine if you have an outstanding case and if it is within the City of Houston’s Municipal Court’s jurisdiction. If both are true, the judge will then review the submitted proof of program participation and adjudicate the offense accordingly.

WHEN: Wednesday’s twice a month. 4pm, court room 16 @ 1400 Lubbock.

WHY: The philosophy of this program is rehabilitative rather than punitive – to give someone a chance to move forward and become more self-sufficient while at the same time resolving a criminal matter.


Things to Know;
This is a voluntary program
Successful participation in an Agency Program is required
All referrals must be made thru participating agency case management
No one goes into custody relating to the misdemeanor offense
Your case manager will assist you thru the HC program

The Houston Fire Department (HFD) and the Blue Cross Blue Shield Care Van have teamed up again to offer free childhood immunizations at your neighborhood HFD Fire Stations. This is the perfect time to get your children up-to-date on their immunizations for school especially since the recommended vaccination schedules have changed for children ages 0 - 18.

Funds are donated by Chronicle readers, employees and business partners and are used entirely to purchase toys. All administrative costs of the program are provided by the Houston Chronicle. The Patient Savings Card is good for up to $100.00 per month per medication for the next 2 years. I just picked up a refill of Epzicom that usually costs me $60.00 per month for my co-pay. The entire co-pay was waived and I did not have to apply for the card or even have it activated. The pharmacy tech at BioScript already had everything processed.

This was a very pleasant surprise for me – so I wanted to share the information with others who may also qualify or can share the information with others.

Transgender Day of Remembrance (DOR) is the single most important event in the transgender community. DOR affords the transgender community an opportunity to acknowledge and honor humanity in the face of the tragedy that hate inspires. Stand with Harris County Sheriff-Elect, Adrian Garcia, HPD, City of Houston Representatives, dignitaries, the Holocaust Museum and the Houston transgender community for a moving evening of dignity and truth. The event is free and begins at 6:30 PM with a wine and cheese reception that includes a catered buffet. You will be able to tour the museum and view a collection of transgender history from Nazi-Germany.

This event is free and open to all who wish to share in this year's Transgender Day of Remembrance.

The Death of Rabbit Ears



If you do not have cable and use an antenna or rabbit ears to receive your local TV broadcasts, on February 17, 2009 you will no longer be able to do so without a converter box. The National Telecommunications and Information Administration (NTIA) will issue up to two converter box coupons (valued at $40 each) to US households to help defray the cost of the converter box. Your household will be able to apply for up to two coupons, which must be redeemed within three months of receipt. The coupons cannot be combined to purchase a single converter box, and can't be used toward the purchase of other products. NATIONAL HOMELESS MEMORIAL DAY

A number of people who are homeless in Houston/Harris County pass away every year. Unfortunately, many of them die anonymously. Whether or not someone is able to identify them, all of these people have dignity and should be remembered.
December 21, 2008 is National Homeless Memorial Day. We honor and celebrate those who have passed away while experiencing homelessness on the longest night of the year. For many years now, the National Coalition for the Homeless and the Coalition for the Homeless of Houston/Harris County, Inc have organized candle light vigils across the country. If you know of someone who has passed away this year while experiencing homelessness and would like to honor and celebrate their lives, please post their name on this blog.

CALL FOR VOLUNTEERS

Each year, the Coalition for the Homeless of Houston/Harris County, Inc is required by HUD to administer a street count of those living on the streets. Because of the geographical size of Houston, this can prove to be difficult. We are in need of hundreds of volunteers to assist with an accurate count in 2009. The actual count is set for January 22, 2009, with two test counts prior and one proceeding. These counts are to be done between the hours of 5pm and 12 midnight. “STAND DOWN” is military terminology referring to the brief period of time a soldier leaves an active combat area in order to rest and regain strength. The Houston Stand Down will bring a wide range of specialized resources together to provide homeless veterans the ability to obtain comprehensive medical and psychosocial services. Stand Down can be an opportunity for homeless veterans to access a broad spectrum of services, including medical & mental health screenings, dental care, eye exams, housing, employment, legal assistance, social services, VA & Social Security Benefits, haircuts, and more. All Agencies will be in one convenient location and ready to help homeless veterans create a plan for re-entry into mainstream society.

How to Vote Early In Person:

If you are a Harris County resident and are registered to vote at a Harris County address, you can vote early for the November 4th election just by walking in to any of the locations shown below during the following dates and times:

Monday October 20th, 8:00am-4:30pm

Wednesday October 22nd, 8:00am-4:30pm
Thursday October 23rd, 8:00am-4:30pm

Harmony House Clinic will be open from 11:30am – 3:00pm all walk-in’s are welcome. Gain information on early voting and receive FREE Community Voice Mail. The weather is forcasted to be picture perfect. We are expecting 400 in attendance. Typically, this BBQ focuses on servicing those living on the streets, but all are welcome to attend. We meet the third Saturday of each month. If you have never been, we encourage you to come on out for an old fashioned neighborly BBQ.
